Under Strategic Priority 4 of the 2026 Humanitarian Response and Needs Plan (HNRP), which focuses on supporting the centrality of protection for vulnerable displaced populations and severely vulnerable groups at risk of exclusion from social protection systems, UCT4 is designed to bridge gaps in the reception of the state IDP allowance for IDPs displaced for more than six months and living in the >50km areas from the frontline at protection risk. Specifically, UCT4 targets individuals who are eligible for IDP Allowance, but face barriers in the enrolment or disbursement, including legal, administrative, or informational constraints. UCT4 is a protection-integrated cash intervention, implemented in close coordination between cash and protection actors. The transfer is intended to bridge the gap in generic needs of IDPs exposed to protection risks, while protection actors work to reduce the protection risks and resolve the barriers preventing their access to sustainable support systems, including access to IDP allowance.
